En cada país nordico hay una oficina diferente con la tarea de convalidar titulos de sector salud. El certificado es local para un país en concreto, pero una vez adquirido la legitimación para un país nordico este certificado vale para toda la Escandinavia. Los certificados para trabajar como enfermera, por ejemplo, son en general faciles y baratos a conseguir, ya que la legislacion en UE ha conseguido una educación mas homogeno. Pero por ejemplo "Auxiliares de Enfermería" tienen diferentes tipos de problemas en la hora de convalidar titulos, ya que este grado no exsiste en por ejemplo Finlandia
